Editorial

Transformation is in air, again
 India has changed much since Independence, but in the last decade or so, it has also transformed a bit. Change and transformation are loosely used as synonyms, though in reality, they are worlds apart.

The President of India has appointed Justice (Retd.) K.G.Balakrishnan as Chairperson of the National Human Rights Commission (NHRC). He retired as Chief Justice of India last month


Air Marshal Dipankar Ganguly has taken over as Director General Medical Services (DGMS, Air). Commissioned on 22 May 1973, Air Marshal Ganguly did his MBBS from Armed Forces Medical College (AFMC), Pune in 1972 and specialised in Cardiothoracic Surgery in 1989. He had been posted to prestigious medical units like Military Hospital, Cardiothoracic Centre MH(CTC), Pune as Clinical Specialist and as Senior Advisor and Consultant at Army Hospital (Research & Referral). He also served as Deputy Commandant at Army Hospital (Research & Referral) and as Commandant, Command Hospital (Northern Command) and subsequently as DCIDS (Med) at HQ Integrated Defence Services (IDS). For his distinguished service, Air Marshal Ganguly has been awarded Vishisht Seva Medal (VSM) twice by the President of India.


Justice Sarosh Homi Kapadia, the senior most judge of the Supreme Court was appointed as the 38th Chief Justice of India.

The 62-year-old judge will take over from incumbent Chief Justice K G Balakrishnan and would remain at the helm of Indian Judiciary till September 29, 2012.

Justice Kapadia was associated with an historical judgement in which a five-judge Constitutional Bench had held that the law put in the Ninth Schedule was open for judicial review.

Sudha Pillai has been appointed as Member Secretary of the Planning Commission in the rank of Minister of State. The 1972 batch Kerala Cadre IAS officer started her career as Sub-Divisional Magistrate in Thiruvananthapuram.

At the Centre she has served in the Ministries of Industry and Corporate Affairs, Panchayati Raj and Mines. Before being elevated as Member Secretary Planning Commission, she was Secretary Labour & Employment and Secretary Planning Commission. During 1991, she was closely involved with the reforms agenda of the Government and worked on the amendment to the MRTP Act.  She worked on several landmark legislations subsequently – notably – Panchayats Extension to Scheduled Areas Act 1996, Social Security for the Unorganised Workers 2008.   In April 2008 she also introduced a unique smart card based health insurance scheme for BPL workers called RSBY which has recently been commended in the Budget Speech and extended to NREGA workers.



Ratna Prabha, IAS, who was earlier the Principal Secretary, Transport Department, Government of Andhra Pradesh has now become the Principal Secretary, Department of IT and Communications, Government of Andhra Pradesh

Satyendra  Prakash has taken over as Director (M&C) for Ministry of Communication & IT from Shri Ghanshyam Goel, Addl. Director General (M&C)

Shri S.C.Sinha has been appointed as Director General of the National Investigation Agency (NIA). He is an IPS officer of the 1975 batch and belongs to Haryana Cadre. He is currently Special Director of Central Bureau of Investigation (CBI).



Northern Railway General Manager Vivek Sahai took over as Member Traffic Railway Board and Ex-officio Secretary to the Government of India. He succeeds Shri Prakash, who has been appointed Chairman of the Standing High Power Committee on Infrastructure Planning, Business Development and Project in the Ministry of Railways.

An Indian Railway Traffic Services (IRTS) cadre officer of 1973 batch, Sahai has held several key posts in Indian Railways during his illustrious career.

RC Misra appointed AR&PG Dept Secretary. He is currently posted as Special Secretary and Financial Advisor in the Department of Information Technology. A 1976-batch Orissa cadre Indian Administrative Service (IAS) officer, Misra is currently posted in Department of Information Technology under Ministry of Communications and Information Technology as Special Secretary and Financial Adviser.

Mudgal is new Punjab and Haryana High Court CJ. He was the senior-most Judge in the Delhi High Court before being elevated as Chief Justice of the High Court

The National Institute of Smart Government (NISG), an organisation in the space of e-governance, has appointed Sanjiv Mital as its CEO. Sanjiv was the CEO, and later the vice chairman of Comviva (earlier known as Bharti Telesoft). Sanjiv Mital has previously worked in senior positions in Tally, Wipro and IBM. The IIT-IIM graduate has almost three decades of experience in the field of technology and telecom. He has also been actively mentoring emerging companies as part of NASSCOM's mentorship program.

A S Rajan has been promoted to the rank of Joint Director in the Intelligence Bureau. He is a 1987 batch IPS officer from Bihar cadre.

R.P. Sisodia has been appointed Secretary Horticulture. ., K. Madhusudan Rao will be Member-Secretary of APPCB and Neetu Kumari Prasad will be GHMC Additional Commissioner.

Apurva Chandra has taken over as Joint Secretary Petroleum. He is a 1988 IAS officer from Maharashtra cadre.

V.Umashankar will be the Director Higher & Technical Education. Prior to this, he was the was Director, Environment and Member Secretary, Haryana State Pollution Control Board. He is a 1993 batch IAS officer from Haryana cadre.

Shaktikanta Das has moved to the Department of Economic Affairs as Joint Secretary on lateral transfer basis. He is presently working as Joint Secretary in the Department of Expenditure. He is a 1980 batch IAS officer from Tamil Nadu cadre

Anshu Vaish is the new Secretary School Education and Literacy in the Government of India. He has succeed A K Rath. He is a 1975 batch IAS officer from M.P. cadre.

Lokesh Jha has joined Ministry of Home Affairs GOI, as Joint Secretary. He was secretary of Revenue, relief, and rehabilitation Department in J&K government. He is a an IAS officer of the 1988 batch.

A N Chatterjee is the new Deputy Comptroller and Auditor General (CAG). He is a 1974 batch IA&AS officer.

Sanjay Verma is promoted as Joint Secretary in the Energy Security Division of Ministry of External Affairs. He is an IFS officer of the 1990 batch.

Upamanayu Chatterjee is appointed as Joint Secretary – Defence. He is an IAS officer of the 1983 batch of the Maharashtra cadre.

Veenu Srinivasan is the new President of Confederation of India Industries (CII). He has succeeded M V Kamath. He is the Chairman cum Managing Director of TYV Motor Company and Managing Director of Sundaram-Clayton.
